Goal: 

As a RHOSO admin, I want to use flow resumption to enable high availability in the octavia control plane. If an outage occurs while Octavia is processing some tasks, the tasks will be automatically resumed on another available controller.

Acceptance Criteria:

A list of verification conditions, successful functional tests, or expected outcomes in order to declare this story/task successfully completed.

• Verify that the octavia-redis schema in the redis DB is created.
• Verify that the redisServiceName has been set in the octavia control plane CR.
