Goal: 

To check that the SR-IOV agent no longer receives SG updates from the Neutron API, via RPC.

Acceptance Criteria:

This could be checked using the debug logs in the SR-IOV agent, as described in [1][2]. All these "Security group..." messages should not be present in the agent logs. In order to test that, there must be a VM created with a SR-IOV port. This port must have a security group associated. The user should add/remove SG rules to this security group, create other ports and VMs, and add/remove other SGs to this SR-IOV port. The SR-IOV agent must NOT have any of these [2] log messages.
