Goal: 

Create CLI options for

• --no-network-config. When set, the network config section will not be applied
• --minimum-config, when set minimum config section shall be applied
• --no-fallback-config, when set the fallback config section shall not be applied

Acceptance Criteria:

• Verify that enabling these CLI options are applied
