Goal: 
Do a manual verification that support NIC partitioning for the interface that was used for baremetal provisioning works with ifcfg provider.

After verifying here that NIC partitioning for the interface that was used for baremetal provisioning works for nmstate provider but not for icfg provider, the goal this issue is to do the same verification for ifcfg using a private branch which include the required fixes.

Acceptance Criteria:

• Clone private branch (TODO: clarify which of two branches to use):
  https://github.com/karthiksundaravel/os-net-config_nmstate/tree/test_remove_con
  https://github.com/karthiksundaravel/os-net-config_nmstate/tree/test_remove_c2
• Repeat verification done in OSPRH-18575

UPDATE: test_remove_con will be used.
