In RHOSO 18.0 the ML2/OVS plugin is no longer supported.

Important
Starting from OSP-18 we will not have support for ML2/OVS backend. Because of that we need to probably do couple of things in OSP:
- Remove migration script from Neutron - at least from our packages probably,
- Prevent FFU from 17 on ML2/OVS setups,
- Documentation update,
- Certifications process update,
- check if there will be something more to do ...
