(run bundle POC) Implement proposed solution to handle large FBC index

This story is about implementing the proposed solution to handle large FBC index image, for example, the operator hub catalog image "quay.io/operatorhubio/catalog:latest". Acceptance Criteria:

• Working implementation that demonstrates run bundle working with "quay.io/operatorhubio/catalog:latest". There will a separate issue to track `run bundle-upgrade` if needed.
