Use a Stand alone server to deploy OpenStack with OVS-dpdk support.
deploye an OpenShift cluster with the necessary NFV workers to be able to run the testpmd performance test using pods.
      (qe already those this).
We basically need to duplicate the setup in our ci, using a standalone server because we have to configure openstack.

Since ovs-dpdk is not a hardware feature we should theoretically be able to run the exact same test QE will run. The numbers will have no significance. The goals is to verify functinality.

      Acceptace Criteria:

      • A test exists which maybe used to depoy an ovs-dpdk test bed in our ci system.
      • Pods deployed to different workers, using the testpmd binary, can run a traffic between them.
