When an error is encountered during the sequential application of resources in an InstallPlan, the plan is immediately marked "Failed". Some of the planned resources are applied and others are not. Certain errors are transient or otherwise recoverable. Errors during plan execution should be surfaced in the plan's status and retried until success or a timeout occurs.
