As we move to OpenShift Managed stack, we need to ensure any previously installed resources are deleted before installing operators such as Cert-manager, OpenShift Service Mesh.

 Update operator to check for cluster wide resources like Role, Role Bindings , ValidatingWebhookConfiguration and MutatingWebhookConfiguration and delete them before adding Cert-manger and OpenShift Service Mesh operators
