Steps to Reproduce:
1. Install fusion 2.9
2. COnfigure ODF in external mode with 4.16-3 version
3. Storage cluster CR will give error Failed to configure external ceph cluster & nooba operator will fail to deploy on the nodes.

Actual results:
ODF should be healthy.

Expected results:
ODF is in not good state.
