[AWS] Add support for ElasticFabricAdapter in CAPA

      Background

      We added the ability for users to choose an `ElasticFabricAdapter` rather than an `ElasticNetworkAdapter` as the default choice for the network interface type when creating instances using MAPA.

      We have an upstream issue but at time of writing, we haven't added the support upstream.

      It should be fairly straightforward, and a case of adding an enum with the choices (based on the MAPA API) and then plumbing the value through when creating the default network interface in CAPA.

      Steps

      • Create a PR to port the MAPA API to CAPA and then implement passing through the correct option when creating the network interface in CAPA
