Description of problem:

Cancelled pipelineRun did not trigger finally tasks (e.g. in our case pipelineRun was cancelled, but after 3 days the finally tasks were not executed)

Prerequisites (if any, like setup, operators/versions):

OpenShift Virtualization 4.12 and enable spec.featureGates.deployTektonTaskResources inside kubevirt-hyperconverged HyperConverged object (I can help with setting env)

Steps to Reproduce

1. Create pipeline, keep it running for few minutes
2. Cancell it via UI

Actual results:

Finally tasks are not triggered

Finally tasks are triggered
