Description of problem:

dpu-network-operator 4.12 bundle is being built with name dpu-network-operator.v4.11.0 - we noticed this once we tried to ship it twice and iib refused the duplicate. (ref.)

Future releases will also fail until this is fixed.

Actual results:

operator-manifests from e.g. dpu-network-operator-bundle-container-v4.12.0.202302061702.p0.g1b67cc9.assembly.stream-1 have name: dpu-network-operator.v4.11.0

Expected results:

The name should have 4.12 and a timestamp

Additional info:

art.yaml says to replace name: dpu-network-operator.v4.12.0 but the CSV has name: dpu-network-operator.v4.11.0 so it doesn't. You could fix it this once by changing to v4.12 or fix it for always by changing that and art.yaml to v0.0.1 or some such (in this and future branches)
