Permit the installation of OpenShift clusters on vSphere after the change in the vSphere platform to out-of-tree CCM planned for 4.13

Why is this important?

During the development of the migration to out-of-tree we learnt that the credentials are needed at the beginning of the installation to be able to do platform integration.
