Creating a cluster with FIPS, encryption status doesnt show
Version-Release number of selected component (if applicable):

How reproducible:
oc get openshiftapiserver -o json
Steps to Reproduce:
1.Create HCP cluster with Fips enabled
2.Log into cluster
3.Check encryption status
