    Description

      Description of problem:

      When a user logs in for the first time and ACM has already been installed, the initial perspective is not "All Clusters" for fleet management.

      Always

      Steps to Reproduce:

      1. Log in as a new user after installing ACM

      Actual results:

      Conventional OpenShift console dashboard is displayed

      Expected results:

      All Clusters perspective should be displayed
