Description of problem:
CSP violations detected in the console are being reported more frequently than intended. Duplicate violations should only be reported once a day per browser session, but seem to be reported on every occurrence.

Steps to Reproduce:
1. In "dynamic-demo-plugin/oc-manifest.yaml", change the deployment image to "quay.io/yapei/console-demo-plugin-csp:latest" 2. Apply this file to a cluster 3. Visit the console, and once the plugin has loaded, navigate to the first nav item in the new nav section provided by the plugin. 4. Refresh the page 5. Check Amplitude chart linked below
Actual results:
Duplicate telemetry events are reported and seen in the Amplitude chart
Expected results:
Only one of each type of CSP violation should be reported per day, per plugin, and per browser session.
