Azure: remove deprecated ADAL

      Description of problem:

      ADAL is being deprecated on Dec 31, 2022. It needs to be replaced by azidentity.

            rhn-support-mpytlak Agreed. The only special case is already being handled in the doc you linked. Other than that the ADAL deprecation should be transparent to the users.

            Verified installation and destroy against 4.13.0-0.nightly-2022-12-07-193721,

            azure public: cco passthrough/manual

            azure statck hub: cco manual

            azure gov: cco passthrough/manual

            both installation and destroy are successful.
