Since 4.16, there is no need to use the openshift-baremetal-install binary in order to do a baremetal IPI installation. Either when extracting the installer from the release payload, or when actually running it.

For non-FIPS installs, the regular openshift-install binary is recommended.

For FIPS installs, the openshift-install-fips binary must be used.

Note that openshift-baremetal-install continues to work in both cases, so there is no urgent need to change the docs, but we would like to converge on the more straightforward thing over time.
