Metrics are not available when running console in development mode

      Description of problem:

      When running the console in development mode per https://github.com/openshift/console#frontend-development, metrics do not load on the cluster overview, pods list page, pod details page (Metrics tab is missing), etc.

      spadgett@redhat.com suspects the changes in https://github.com/openshift/console/commit/0bd839da219462ea585183de1c856fb60e9f96fb are related.
