BareMetalHost is available without cleaning if the cleaning attempt fails

      Description of problem:

      If cleaning fails for any reason, it will be skipped by BMO. A possible consequence is, for example, a kubernetes node returning into cluster despite the host being "available".

This happens because BMO first transitions node in "clean failed" into "manageable", then it decides that cleaning is done. Finally, respecting online: true, it powers the host back on.
