Description of problem:
OCP Conformance testing on IBM Cloud is failing for 4.15 (PR CI), due to the "[sig-arch] events should not repeat pathologically for ns/openshift-cluster-csi-drivers" test The IBM CSI Driver is causing an excessive number of events to be created due to checks being made

1. Create 4.15 cluster on IBM Cloud 2. Run OCP Conformance tests Or open a PR which runs "e2e-ibmcloud-ovn" CI test
Actual results:
event happened 31 times, something is wrong: ns/openshift-cluster-csi-drivers pod/ibm-vpc-block-csi-node-strzq node/ci-op-5c9qi7sf-52953-9bjrd-worker-1-kpwhj hmsg/99d84ba4c3 - pathological/true reason/FailedToRetrieveImagePullSecret Unable to retrieve some image pull secrets (bluemix-default-secret, bluemix-default-secret-regional, bluemix-default-secret-international, icr-io-secret); attempting to pull the image may not succeed. From: 21:39:48Z To: 21:39:49Z result=reject

IBM Cloud Storage team has been notified about these excessive events being logged and is tracking a fix to this issue.
