      Description of problem:
      In a complete disconnected cluster, the dev catalog is taking too much time in loading

      How reproducible:
      Always

      Steps to Reproduce:
      1. A complete disconnected cluster
      2. In add page go to the All services page
      3.

      Actual results:
      Taking too much time too load

      Expected results:
      Time taken should be reduced
