Description of problem:
Various disruption_tests fail on API availability during upgrade jobs in 4.9: disruption_tests: [sig-api-machinery] Kubernetes APIs remain available for new connections disruption_tests: [sig-api-machinery] OpenShift APIs remain available for new connections disruption_tests: [sig-api-machinery] OAuth APIs remain available for new connections disruption_tests: [sig-api-machinery] Kubernetes APIs remain available with reused connections disruption_tests: [sig-api-machinery] OpenShift APIs remain available with reused connections disruption_tests: [sig-api-machinery] OAuth APIs remain available with reused connections This is very similar to: https://issues.redhat.com/browse/OCPBUGS-1052 and might need a tolerance threshold increase.
