[IPI on Baremetal] bond network is unreachable with bootstrap's API_VIP

      Description of problem:

      When setting up a bond network, the installation fails with an error API_VIP:22623/config/master network unreachable on the master

* OCP version : 4.10.31
* baremetal inventory
  - Dell R630 firmware 2.75.75
  - iDRAC8
* 3 nodes
* network configuration
  - static IP / bond / vlan / IPv6
  - disconnected

If the bond is not configured, the installation proceeds normally.

      Steps to Reproduce:

      1. Preparing to configure ipi on the provisioning node
   - RHEL 8 ( haproxy, named, mirror registry, rhcos_cache_server ..)

2. configuring the install-config.yaml (attached)
   - bond/vlan
   
3. deploy the cluster

      Actual results:

      bond interface using baremetal network unreachable as API_VIP in bootstrap

      Expected results:

      Bond interface using baremetal network gets ignition from bootstrap's API_VIP
