RODO could not be installed on Hypershift clusters

Steps to Reproduce:
1. Try installing RODO operator on hypershift 2. 3.
Actual results:
DS pods could not be scheduled inturn we could not install RODO operator on hypershift
Expected results:
RODO operator should be installed on hypershift
