      This fixes a timing related issues when defining static IP addresses in agent-config.yaml or nmstateconfig.yaml. Sporadically, the configured static IP addresses may not be configured during bootstrap and, as a result, the host interfaces may pick up an address via DHCP. This fixes the timing issues to ensure that the configured static IP address is correctly applied to the host interface.

      This is a clone of issue OCPBUGS-16219. The following is the description of the original issue:

      Description of problem:

      When using agent based installer to provision OCP on baremetal, some of the machine fail to use the static nmconnection files, and got ip address via DHCP.
This may cause the network vaildaiton fails.

      Steps to Reproduce:

      1. Generate agent iso
2. Mount it to BMC and reboot from live cd
3. Use openshift-install agent wait for to monitor the progress

      Actual results:

      network vaildation fails due to overlay ip address

      Expected results:

      vaildation success
