Default namespace for openshift-dpu-network-operator is set to 'Openshift Operators'

      Description of problem:

      When install the DPU network operator via the UI (even with namespace and operator group created) the user is restricted to installing in any namespace other than the openshift-operators namespace. The option to select a specific namespace other than the default is greyed out.
