systemd-network-generator.service: Failed to parse kernel command line

      Description of problem:
      Failed to parse kernel command line when installing new 4.13 dual-stack cluster.
      The following message appear when logging in to one of the nodes:

      [systemd]
      Failed Units: 1
        systemd-network-generator.service

      The systemd-network-generator service is on "failed" status (on the hosts).
      Looking into the logs:

      Apr 27 07:51:42 02-00-00-6b-c3-14 systemd[1]: systemd-network-generator.service: Main process exited, code=exited, status=1/FAILURE
      Apr 27 07:51:42 02-00-00-6b-c3-14 systemd[1]: systemd-network-generator.service: Failed with result 'exit-code'.
      Apr 27 07:51:42 02-00-00-6b-c3-14 systemd[1]: Failed to start Generate network units from Kernel command line.

      Steps to Reproduce:

      1. Install 4.13 dual-stack cluster (I used Assisted-Installer to do it)
      2. Log in to one of the hosts
      3. See the error message
      

      Actual results:

      Error in command line and systemd-network-generator service is failed to start 

      Expected results:

      systemd-network-generator service is running without errors
