[4.13] Update legacy toolbox to use registry.redhat.io/rhel9/support-tools

    Description

      Starting with OCP 4.13 and until we switch to the new containers/toolbox, we should use the RHEL 9 based version of the support-tools containers.

      The RHEL 9.1 based version currently has a bug preventing it from working properly when launched directly from oc debug node/... and this bug is fixed in the 9.2 version which will be released alongside RHEL 9.2. This is not an issue as we don't support that flow yet.
