Reproduction steps: Navigate to https://console.redhat.com/openshift/create/rosa/govcloud and see the issue (screenshot attached)

Current Result:

There is a reasonably big whitespace 

Expected Result:

Remove the redundant whitespace

My suggestion is to remove the entire css file: `src/components/clusters/GovCloud/GovCloudPage.css` which adds nothing but centralizing the form component on the page (alongside his single use on src/components/clusters/GovCloud/GovCloudPage.tsx)
