Provide access to `openshift-ingress` project log on kibana to regular User

What is the problem that your customer is facing?

The user wants to check their application ingress router logs(openshift-ingress) on kibana.

A non-cluster-admin user can access all logs from pods in the app* indices, but the ingress routers are logging to the infra indices.

What is the business impact, if any, if this request will not be made

User will not  see ingress router log for troubleshooting

What are your expectations for this feature

To have provision  access for the normal user for `openshift-ingress` log s on kibana

Have you done this before and/or outside of support and if yes, how?
