Update the Opentelemetry Operator to use the load balancer exporter

What is the nature and description of the request?

The internal team thet the customer have been working with have been testing with the opensource Opentelemetry contrib operator and are using the load balancer exporter for GRPC metrics. They have a requirement to use the load balancer exporter.
