Add DeviceManager and DynamicResourceAllocation Support
Why is this important?
Dynamic resource allocation is an API for requesting and sharing resources between pods and containers inside a pod such as accelerator cards. This is an internal feature that most users do not need to interact with and is enabled via a FeatureGate `DynamicResourceAllocation`
[OCPSTRAT-408: Dynamic Resource Allocation API](https://issues.redhat.com/browse/OCPSTRAT-408) introduce this as a tech preview for 4.13. It is enabled via feature flag today, and is still in alpha.
