Use DHCP name param

      Currently name param was not used in dhcp creation and retrieval since at the time of this dev, name param was not supported.

      Need to use this param for creation and deletion

       

      Also refactor DHCP server usage from one server per cloud instance to n number of DHCP servers per cloud instance.
