Description of problem:
The zvm plugin is not present under the sosreport command. It was noted in this update that the zvm plugin would be added and made available:
https://github.com/sosreport/sos/pull/2514
This is the output from sosreport to list plugins and available plugin options:

Please note the 'sosreport' command has been deprecated in favor of the new 'sos' command, E.G. 'sos report'.

Consistently reproducible.
Steps to Reproduce:
1. Enter into a debug session on the target node.
- oc debug node/worker-1.pok-92.ocptest.pok.stglabs.ibm.com
2. Set /host as the root directory within the debug shell.
- chroot /host
3. Start a toolbox container.
- toolbox
4. Run the sosreport command to list available plugins.
- sosreport -l
Actual results:
The 'zvm' plugin is not present under any of the lists.
Expected results:
The 'zvm' plugin should be listed under currently enabled, currently disabled or available with plugin options.
Additional info:
Ran the same toolbox under OCP 4.7 and 4.9 nodes, with the same results since it is the same toolbox container used under all.
