      Description of problem:

      The card component boundaries on the Overview page look washed out.

      Here is the CNV overview for comparison.

      Steps to Reproduce:

      1. Install MTV 2.10
2. Navigate to the Overview page

      Expected results:

      Each card component should have clear gray borders, like the CNV card components. And the Welcome card could use gray background, as shown below.
