Description of problem:

After failing to export a migration wave, Trying to re-export it as task fails with an error and shows "sub-task" at Issue column

How reproducible: Always

Steps to Reproduce:
1. navigate to migration wave that has an error status
2. Export the same migration wave to issue manager
3.select issue type as task and click Export

Actual results:

after clicking export, the status remains Error and the Issue remains Sub-task, the migration wave does not export to Jira

Expected results:

after clicking export, the status should change to New and Issue should change to Task and the migration wave should be exported successfully
