Description of problem:

 CSV Reports cannot be downloaded even when the "Download CSV Reports" option is enabled.

Version-Release number of selected component (if applicable): MTA-6.2

How reproducible: Always

Steps to Reproduce:
1. Go to Administration -> General and enable the "Download CSV Report" switch.
2. Create an application and run an analysis on it

Actual results:

The link to download the CSV Report is not displayed

Expected results:

 If the option is enabled, a link should be displayed so the user is able to download the report in CSV format.
