Major Description of problem:
When expanding the Identified risks panel, the table within indicates it's loading data for a few seconds then it shows unable to connect error

Steps to Reproduce:
- Navigate to MIgration > Reports page
- Expand the Identified Risks panel
- wait for a few seconds
Actual results:
The UI shows Unable to connect issue
Expected results:
The errors shouldn't be thrown when there are no data to load
