Description of problem:

In the controls > tags page, when selecting the filter to be by name, then clicking on the list of names, the list expands down and the whole page becomes is scrolled up

Steps to Reproduce:
1. Navigate to Migration > controls > tags
2. Select the filter to be by name
3. Click on the name list to filter

Actual results:

 The list expands down the limit of the page

Expected results:

 The list should have a limited height, and have it's own scroll bar
