Description of problem:

Tried to upload duplicate rules files along with the new rule files. Add button seems to be remained enabled and once clicked doesn't perform any action. (Screenshot is attached)

How reproducible:

Steps to Reproduce:
1. Upload manual custom rule files and Add
2. Try to upload same files again and also new one
3. Observe the Add button

Actual results:

Add button remains enabled but perform any action once clicked

Expected results:

Should remain Disable till the duplicated files are removed.
