Description of problem:

Currently, this alert message is displayed before assessing an already assessed application.
"This application has already been assessed. Do you want to continue? "

An alert message should also be displayed before reviewing an already reviewed application in order to remain consistent. The ability to skip application assessment and perform application review by itself has been introduced in 6.1 . So, this is not relevant to older releases.
