    Description

      Add ability to define <jigsaw-module> dependencies. This should be implemented at an API level only; a dependency spec for JPMS modules. The public implementation of this for XML descriptors should be in terms of MODULES-314: the LocalModuleLoader should delegate to a PlatformModuleLoader for not-found modules.
