Update 3.x ModeShape BOM dependencies and use the techpreview/all Maven repository

Our current EAP related artifacts and test artifacts are always retrieved from a Maven repository specific to the latest supported EAP version. This repository changes with each new EAP upgrade. However, there is a public maven repository - http://maven.repository.redhat.com/techpreview/all - where all EAP components (from all released EAP versions) are aggregated.

We should change our build system to use this repository and update the versions exposed by the ModeShape BOMs to match the versions coming a) from this repository and b) from the integration-platform BOM.
