Create backup utility for 2.x

Create a utility to load a 2.x configuration file, start up a ModeShape engine, and serialize the content in a supplied set of repositories and workspaces. (We probably need a backup plan file that contains the list of the repositories and the workspaces in them; or we should just plan on serializing all content.)

The backup format needs to be compatible with the 3.x backup and restore functionality.
