The Context and VirtualHost handled a different way than the nodes and balancers

node_storage->worker_nodes_need_update(main_server, pool); in update_workers_node()
is checking for the nodes only so the caching of context and virtual host needs another logic
for the moment in 1.3.x we check by reading the shared memory but a better logic is need in 2.0.x
