Expand configuration SCC configuration options for rsync pod in DVM

      We want to allow a user to specify all SCC options for the rsync pod DVM launches. 

       

      This is needed to allow skipping a full selinux relable on large PVs with millions of files as per https://access.redhat.com/solutions/6221251]
