Upgrading from 2.0 to 2.1 requires downtime

Version 2.0 istio-Proxy uses v2 Interface protocols and version 2.1 control plane does not support this protocol, so we need to restart all the pods on the data plane to update istio-Proxy. When we update these pods (which may be a long process), the network configuration on the control side of the old pod is stalled. This is unacceptable in larger clusters. does maistra have a solution to this problem? such as adding an intermediate compatible version?
