As an administrator of multiple Service Mesh Control Planes within a single cluster, I want to leave some of them on older z-version when OSSM Operator receives an update.

Currently, when OSSM Operator gets updated, it pushes z-version updates into all managed control planes. With proposed feature, we let SMCP administrator do controlled upgrades of SMCP.

I suggest to add a kind of "upgradeable" field into SMCP resource definition, with default "true" value, so operator will upgrade only SMCP with this field set to "true" or absent.

All other SMCP processing (like reconcilling after SMCP change) should remain as is.
